Title: Loading times when nothing is (un)loaded

I have a question about loading times. In older times, mixed pax+cargo trains were common. Although there have been fast cars for piece goods and milk in 1870's (passenger rated), they take long time to load. That is OK on stops where something is (un)loaded. But they delay the train also on stops where nothing is loaded at all (or even the stop does not accept goods at all). I wonder whether a car that is neither loading nor unloading anything should not have a zero loading time. And the minimum defined in .dat would be used only if there is at least one unit (un)loaded.

Thank you for the suggestion. This change is not entirely straightforward, as, at present, the minimum and maximum loading time for an entire convoy are cached and the only thing done when the convoy loads is to calculate at what point between them the actual loading time should be. Implementing this would require recalculation of the minimum and maximum loading times at each stop.

This does seem to be a sensible suggestion, but will have to wait in the queue behind bugfixes and balance critical features for the time being.
