I get to Feb 1992 and there is an announcement that there is a new factory chain for a car dealership with 2 factories - 1 is the dealership and the other the car factory but whilst the car factory links to an existing oil refinery for plastic, it does not link to either of the 2 existing steel mills so car production is not possible.
Version is 120.1.3 r7753

You can switch to public player and connect the factories.
