Effect of lakes on appearance of buildings with level=water

I would like to know if factories (or city buildings or so) may appear on edge of lake if it has set level=water in dat. Or this still means that such building may appear only on seashore - like before lakes were implemented.

If they are not showing up in lakes maybe we can extend to the point with the following options:
water => standard non-lake waters
lake => just lakes
river => river ways

Rivers? I thought that rivers are ways - and thus along them nothing like a factory or city building should appear. But it would be a very interesting.
