Title: City Hall - number of jobs incorrect

And hello again!

I recently had a game where the windmill in town was out of staff, thus not producing anything. In an attempt to find out why this windmill got no staff I deleted all other buildings in town that provided jobs. i.e. all shops, cow and sheep farms, all monuments and all industrial buildings. Only buildings left that could potentially provide jobs was the windmill, coaching inn, city hall and coaching stable, in case these  provide jobs as well. Ran the game in fast-forward for 6 day-months: windmill still out of staff, no production. Town had 3906 inhabitants at that time.

Checked city hall statistics for jobs and noticed a negative number of jobs in town.

Made a new map to start with clean numbers and experimented a bit. Observation: when deleting an industrial building in town three times the number of jobs of that industry gets subtracted from number of jobs in city hall. This happens only when deleting industrial buildings; when deleting monuments, shops or cow and sheep fields the correct number of jobs is subtracted.

Can I check whether this issue occurs only with newly generated maps or whether it also occurs with maps that have been saved and loaded? If the latter, I should be grateful if you could upload a saved game in which this can be reproduced reliably.

Hello James! How to reproduce:

1. Load this game: https://simutrans-germany.com/files/upload/St.Mary.sve
2. Shown is the town of Islnell, with the windmill that has no staff (since 6 day-months).
3. Locate city hall just a few tiles south of windmill.
4. Check number of jobs in town, listed as 2890.
5. Check unconnected ironworks, just a few tiles south of city hall, jobs listed as 972, available 972.
6. Switch to public player and delete the ironworks.

Number of jobs in city hall drops to -26. That number happens to be the old number of jobs in town (2890) - 3 times the number of jobs (available) in ironworks.
