Separate Locality Factor for Mail

I think mail could use its own locality factor from passenger.
Letters and package costs less than actually going their in person regardless of era, whether it is 1890 or 2010.
It could use higher locality factor than passenger, attracting service opportunity as it will travel further from early on.
