I've seen the screenshots on http://www.simutrans.com/paksets.htm and been a little disapointed after trying the pak.
I can't build the BR 103 (train on the right side) as on the screenshot and also there are no trams available.
What has to be done to get the vehicles into the game?

If you are playing a game using timeline you must wait for the introduction year of the vehicle in order to have it available. If you don't want to wait and just want to play with all vehicles in the game, start a game without timeline.
Moreover both vehicles you mention are electric, so be sure to electrify train and tram depots in order to build electric vehicles there.
