City Road Trouble

Thornycroft wagon is great for piece goods, but to get through towns I have to upgrade the town roads from cobblestone to tarmac.  Works great, until . . . the town council does some road work, replaces the tarmac with cobblestone, then my trucks are stuck, and head to depot.  :/

This is an issue with the maximum weight of the cobblestone road. This has been increased from 8t to 11t in 0.8.4 and later versions.
