Allow construction of mothballed ways.

Why would one want to build mothballed ways? When one wants to reserve land/expend forge costs for a future route without having to pay maintenance on the ways or burning up durability.

This is especially important in server games where building a big line might take several hours. A user might forge this line over several days due to real life time constraints. During that time the server could have advanced many months and even years, during which time the player is paying maintenance on the ways and burning up the way durability when they are not even using them.

If one could directly construct mothballed ways they could use them originally to lay down their line, expending the forge costs as required. Then once the entire line is complete they can upgrade these mothballed ways very quickly into usable ways (with maintenance and durability) and then immediately start the line.

Does the buy land tool pay for way type forge costs? Does it support dragging?

The ultimate solution would be a good change queue where one did not have to commit money until one confirms and could resume expanding the changes until an entire line is complete in one go, complete with terraforming, line forging and stops. However that likely is a lot harder to implement than forging mothballed ways I would imagine.

The buy land tool does not pay for a forge cost - that would make no sense and give no advantage to the player (why pay now what can be paid later?). It does not support dragging, but this would be a good thing to add one day in the future (any volunteers to code this?).

The ultimate solution would be a good thing to have indeed - but it has to wait in its own, very long, queue of higher priority tasks (unless anyone would like to code this sooner?).

Being able to build mothballed ways is not a good solution as it does not make any sense for a player to be able to build a way that cannot be used as such: it would be a confusing hack to solve a problem to which the concept of mothballed ways is not relevant.
