Title: rev.2011, Pak128: Cityhall in growing cities

When using the +100 button to increase the population the cityhall is renewed every 6500 inhabitants.
When you use the citybuilding builder for the same purpose the cityhall doesn't change.
Using R2011 pak128/119

Must this be considered as a bug? AFAIR it happened already at the first introduction of the citybuilding builder.

Just a general thing: have you tried with r2022 instead of 2011?

It's always best to try and check the lastest version for bugs.

Yes I did.

Because the internal counter is still at the old value. This counter is not shown and is there to prevent multiple construction of theaters etc. It is an always increasing counter, which for undisturbed towngrowth is within +-10% identical to the indicated population.
