Title: How does the Traffic Lights work?

I've seen that you can open a settings-menu when clicking on the traffic lights, but how to change the parameters when there's just three boxes and four directions?
Let me explain:

As noted above, there's 5 directions but only three boxes.
Can someone please explain how this works?

Actually, there are only two directions: north-south, and east-west. The third box is, if I remember correctly, the time to wait for the junction to clear before giving the next green light.

The third value is an offset to try and synchronise multiple traffic lights. So if one traffic light has this value at zero and the second has 2, the second traffic light will have a 2 second offset on the light switching.
