Title: Bug: Industry does not write or read commuters this year to save data

Hi. (´・ω・`)
The value of "Commuters this year" is lost when loading save.
It occurs only in industrial (factory chain) buildings. It does not occur in city buildings(IND/COM).

Confirmation procedure:
1) find the industry building which has one or more "Commuters this year" record.
2) then save and reload it
3) check the value of "Commuters this year" in that industry building. You can see that "Commuters this year" is 0.

This bug is confirmed even in the build of 28th September of last year. (The display of "Commuters this year" disappears if value is 0 in such old build)

Thank you for the report; I believe that I have now fixed this and should be grateful if you could re-test with the next nightly build to confirm.

Yes, this year's commuter records are no longer lost when reloading.
