     No matter, I now use pak 128 britain, but I have motorways, but no elevated highway. Where could I download this?

You can't - they haven't been drawn yet.

     Can I maybe download it from pak 128.japan, then transfer it to pak 128.britain?

You can move the pak files into your pak128.Britain folder and they will still work, but it may not look quite right.
