However, whenever I try to connect to this SVN server the connection times out. Is this still the right URL for SVN?
That is the correct server. The full URL I use for trunk is svn://servers.simutrans.org/simutrans/trunk, but I don't think the potentially missing path should give connection time-outs.
Other users have had problems connecting to it in the past due to their IP-range having been black-listed by the ISP hosting servers.simutrans.org due to cyber attacks. Maybe you are experiencing the same.
It seems, that I am blocked too... :(
Does anybody know how often is the github mirror updated?
Also check if you can access the multiplayer server listing hosted on the same server as the svn: http://servers.simutrans.org/list (http://servers.simutrans.org/list)
If not, you're either blocked, or the server has restarted yet again and it doesn't start the services until prissi manually does.
At time of this posting, I can access both svn and http on it.
From observation, I'd guess the github mirror gets update 4/day.
I can't access the listing server too. So I'm blocked... probably the whole UPC network is...
What is your IP, I can asks the hoster.

You may try the IPv6 (fe80::58bf:51ff:fe1a:bd5b) although that may not work either.
Unfortunately UPC does not offer IPv6

fe80::58bf:51ff:fe1a:bd5b is a link-local address anyway. It won't work outside the data center.
Ok, I will inquire the IPv6 address then. There should be one in principle.
