Curiously, the WW2 Austeriy scheme (on the LBSCR-A1) is available in 1872, long before the WW1 Austerity (on the GER-Claud-Hamilton, 1900).

An interesting table! Work on liveries is still ongoing, and a good number of vehicles that I plan to have multiple livery types do not yet have them (electric multiple units in particular). Note, however, that the World War 2 austerity livery is not available in 1872 when the LBSCR A1 class is introduced - it is a livery that is eventually available for any LBSCR A1 class locomotives that are still around in 1939.
The plan with liveries, incidentally, is for them to be automatically changed to the latest types when vehicles are overhauled, when the vehicle overhaul system is introduced in a future version of Experimental.

For example, lnwr-6wheel-radials.dat does not specify a liverytype. Thus my program (and the livery selection dialogue in the game) does not know in what liveries, if any, those vehicles might appear.
How would that affect the livery selection of the depot dialogue? The LNWR 6 wheel radial carriages only had one livery during their working lives, so far as my research so far can ascertain.
Actually, your second table contains an error in the way in which it calculates the introduction date of a livery: the introduction date of a livery is specified in simuconf.tab. For example, take the SR (Southern Railways) livery. Its scheme definition in simuconf.tab is as follows:

The scheme is introduced at the introduction date of the first livery (January 1923) and retires at the scheme retirement date (January 1948). The individual liveries in the scheme are introduced on the introduction dates set for those individual liveries. When a livery scheme is applied, the program will look for the latest livery not in the future that is available for each vehicle, and apply that livery to it.
