For some reason, access charges ("tolls" in the language of Standard) are not rolled over properly in the history from year to year, such that they revert to zero in a subsequent year. I am posting this here mainly to remind myself to fix this before the next release, as I do not currently have access to my development environment, but if anyone would like to fix it themselves, I shall not complain!
Hmm - this was my error: these do not save until the Experimental version number is incremented to 11, and autosaving at the end of the year erases what is there.
