Title: Instant crash upon building transformer in city

As title. Thought at first it was due to the 0 demand: made new game, tried later eras> still crash instantly upon building the transformer by a city building tile. Does not display error message in-game.

thank you very much for the report. Is this limited to the RC, or can this be reproduced in 10.18?

Limited to the RC. Appears to function normally in 10.18.

I can reproduce this error and found the cause. However fixing will need some time as standard added underground power lines while experimental added cities as consumers. Will be done this weekend - most probably.
