Title: [10.25] Inconsistent treatment of building levels for elevated ways

It has been reported that elevated ways will treat buildings of different levels inconsistently in different cases: they will apparently allow buildings of level 1 (coded as level 2) to grow underneath them, but will not build upon level 1  (coded as level 2) buildings.

Hello

Maybe it's a deliberate thing? I try to imagine a skyscraper in the high street, the skyscraper would be higher than the road and it would be bad graphically.

Well, not allowing buildings of less than a certain level beneath elevated ways is certainly deliberate, since I coded it myself, but what that certain level is should be consistent, which it seems that it is not here.
