Title: Traffic Lights/Road Signals

The road sign dialog presents one with these options:

I've not been able to find any documentation on what these three values (16, 16, 0) represent. Can anybody help?

Seconds it will open (green) in NS direction / the same in EW / internal adjust to syncronize (can't find a good explanation :()

Edit: I wonder if there should also be an option to define a period where both sets of lights are red -- as will often be the case at traffics lights where pedestrians can cross? This should be optional, of course, because it wouldn't be used for every set of traffic lights. You wouldn't want it on highways, for instance.

This text you will get if you either press F1 or click the questionmark in the dialogue. It is called in-game help for a reason ...

Pedestrians happily ignore traffic lights and cars ignore pedestrians too.
