Title: 11.9007 cost of roads not updated

Hi
After upgrading a road maintenance cost is no longer deducted from my account. What is even stranger it is in fact added so now I have like 800 on plus for maintenance each month. It resets after loading.
Also all private cars seem to have no destination.

devel-new incorporates Nathaneal's latest changes from the last week or two: I wanted to merge them into a separate branch just in case any of them needed reconsidering.
