Train is not full. It still can load - 18 tons of fish yet.
I don't see there anything more. And look if target station may accept cargo.
You set it has to wait until it is full loaded. It is right way in case of freight transportation. And I suggest set this (full loading) for all freight lines.
And if those buildings behind platforms are depots, rebuild that part of railway - and build only one depot. It is useless to have there two depots. It only increases maintenance payment.

It is simple:
Directly around platforms should be yellow signals (pre-signals)
And where is standing that arriving train, to build choose signal.
Then that train (that waits for free platform) will go to station.
Simplified it is (but you will use only one side):

-----RS-<--\--PS-----PPPPP-----PS----\--<-CS-----
where
CS - choose signal
RS- red signal (common signal)
YS - yellow signal (pre-signal)

You don't need long-block signals if stations have two or more platforms.
For example (from few railway stations and stops in my country - around village I live):
Ledečko: three trains meet each other; there are five tracks
Rataje nad Sázavou, Mirošovice, Mitrov: there is only one platform
Uhlířské Janovice: there two trains meet each other; there are four tracks
If train from Ledečko wants to go to Uhlířské Janovice, it must wait until track is empty (until train from Uhlířské Janovice arrives to Ledečko).
So, in Ledečko and Uhlířské Janovice are long-block signals. They mean that track is empty in all length. Else train could enter to used track - and block other train.

Yes, it is - but I marked it by letters PS (pre-signal)
I think Vaclav wrote "PS" instead of "YS" in his diagram.
Given that stations and depots'maintenance costs are (ridiculously) expensive in this pakset, you should (and you can) use only one platform for each station, simple signals (red ones) are enough to set up a circle :

Train load at A while next trains can wait on the lower line, then, when it's full, the first train travels to B on the upper line while next one enter A to load. When the first train unloaded at B, it comes back to A by lower line.

Your problem is quite simple: your train is one car too long for the station.
Also, why should you put presignals before a platform? Imo new players should not mess with presignals and long block signals. Regular signals do the job 99% of the time.

My suspicion is that the signals are meant to be after the platforms, that is for departing trains or trains passing straight through, not arriving trains. The choose signals means that both platforms may be used in both directions. (A bad idea in my opinion, especially if you can't predict the traffic pattern at all times.) But since signals either work both ways, or completely blocks traffic in one of them, it ends up looking strange. I think signaling is often overdone by players in an effort to look realistic, but realistic signalling doesn't work in Simutrans.
I recommend gauthier's layout, though it might be a good idea to have a choose signal and multiple platforms at the loading end.
