Title: 11.10 does not fix the 4km/h for chose signal issue

As title. I thought it had been fixed?

No, this has been fixed on the 11.x branch; the bug first appeared in 11.10. I am trying not to release too frequently, as it is rather a drag for people to have to update all the time. I hope to be able to release 11.11 within a week or so, however.

I was under the assumption that 11.10 is a new compile of the 11.x? I can't compile them myself any longer as I don't have MSVC 2012 yet--

It was new when it was released, but since then I have fixed the 4km/h bug.

(Incidentally, I do recommend MSVS 2012 - it is much faster and more responsive than 2010).
