There is a lake checkbox in the dedicated climate settings dialog but not in the climate settings tab...

No, it supposed to be a bug report ;)... See picture:
On the smaller dialog, there is a checkbox with "lake", but it is not present in the bigger dialog.
It is not logical that you can set it in one but not in the other, but anyway it is odd that there are two different places where you can set the climate stuff, but they are slightly different... ???
What is the point of having both? ??? And if there is a reason behind it, they should be similar, or completely different, because the current situation is really confusing i think.

IIRC the lake setting only controls the generation of lakes on initial map creation. Its presence makes no sense in the settings dialog, as it'll do nothing...

It is not true that it won't do anything. If I uncheck it and generate a map there won't be any lakes in it. It can be good, even necessary on some maps (.ppm imported maps for example).
