Title: [11.13] Addons folder detection (W7)

Under windows 7 i need to create my pak-whatever folder in documents/simutrans, in order to make the "with user addons" button visible in the opening screen. The addons are correctly loaded from documents/simutrans/addons/pak-whatever folder though. Haven't tried with newer versions.

Is this different to how it is supposed to work? I have not modified the code relating to this feature.

Note that the first path doesn't include the ADDONS folder... what I said is:

Detection folder: /documents/simutrans/pakXXX
Addons folder:    /documents/simutrans/addons/pakXXX

I can't think of a reason to make the first folder needed, although there might be ... ???

Gosh - that was from 2012.
