It is supposed to doesn't allow city cars on roads, but allow only trucks and buses.
But the opposite happens.
If it is what I think it is it should only allow your busses and trucks from your own company and keep city cars out.
It is a roadsign with flag is_private = 1

The flag is there, so that is not the problem. Strange, especially since behaviour seems to be the other way round
Wouldn't that happen if you build it with the public hand instead of the player?

Hmm, interesting notion. It would indeed explain the turning away the players buses and trucks (they are not public). And if city cars have the public player as an owner they are allowed. On the other hand, city cars might have no owner at all, which is different from the public player. Good call anyway!
