With r7160 and r7178, I experience that vehicle's loading state is messed up upon loading a save game, causing them to stop waiting for the set load and just start driving. I think this is related to the version bumping, so it should be a one-off happening for each game. (At least I can't reproduce it with savegames saved with affected revisions.) Still, it might cause some havock for players when lots of vehicles start moving simultaneously. There might also be economic consequences of having many vehicles moving around without the necessary load to make a profit.
Could it be related to the change in r7152?

r7152 broke the 'month wait time' function completely. max_ticks_waiting was only decreased when wait_lock==0.
Possibly better with r7180...
