Title: Month wait time not enforced [r7175]

I have tried the RC 120, and I have noticed that vehicles that were scheduled to wait for some load (1%), but at most 1/256 of month, were waiting longer until they got some load. And thus causing congestion. It seems that month wait time is not enforced any more.

Was fixed yesterday with r7180.
