Question - if I have a bunch of passengers sitting in a station wanting to go to Destination A which is served by another players' route and not by mine, and these passengers decide after some time that the service has failed (too much backlog) -- who gets charged the refund? The player who failed to deliver them or the player who owns the station?
It is the player who fails to deliver the passengers, mail or goods that must pay the refund.
