THis has probably to do if the empty images has been properly defined as empty.
There are solution for this?
Be default there are no arrows shown when everything fits into the list.

Looks like the scrollbar disappears when there isn't enough room to draw it.

The theme appears to be using art elements larger than supported by the UI system. Either the UI system should be adjusted to scale dependent on the art assets available or it should force re-scale UI elements of unsupported size to fit the UI.
The first approach would give theme authors the power to manipulate UI layout to some extent. However the second approach could be integrated with DPI scaling for a more monitor independent UI and prevent theme authors from accidently messing up the UI.
