Title: [devel-new a6879f1a08] Industry not remembering connected stops

On reloading a saved game, industries have forgotten their connected stops.  (The stops do still know that they are connected to the industries.) Placing any new stop nearby makes them remember.

This may possibly be a partial recurrence of the first bug reported in
