Title: r7571: road hotkey selects the wrong road by default

(St 120.0.1 r7571 win7, pak128 2.5.3)

Hotkey for road ("s" in pak128) usually selects the last road used by the player. If the player uses the hotkey before having built any road, it selects a default choice. This default choice should be cityroad (in pak128, cityroads can be built by the player, these roads have icons in the road toolbox), but is actually dirt road, which is the slowest road in pak128.

I thought it always chose the slowest road available.

Maybe it should be configurable by each pak, though. :)

Mmmmh ... in fact I'm not sure. I'd like it to choose by default cityroad. I asked Prissi about that yesterday, he told me that this hotkey should, by default, choose the road nearest to 50 kmph.

It doesn't seem to be configurable by each pak. menuconf.tab only defines the hotkey used for this function.

A work-around would be to define a new hotkey for city road, but in pak128 there are two types of city roads used according to the era, so this wouldn't be really usefull.

Since the building tool always remebers the last used road, a default city road initialiser will not work. It will use however the default way for a given type for the first use.
