This is about public roads, the roads between towns, but not about the roads in towns, owned by nobody (why not the city?).
In Pak64.German (so no influence of half heights), I am not allowed to build a road bridge that starts or ends on a public road, but without an error message. If building without dragging, the builder may find an opposite slope to end the bridge on (in my case, 160 tiles and $$$ away).
So, is this a bug? If not, could I get a useful error message?

Oh yes, $317,000 for the useless bridge, and double this amount for also removing it again.
