Title: [e.g. r7640] cannot build bridge that ends on a slope with existing way

Precondition: a slope with <waytype> (road or rail) on it (belonging to me). Now I try to build a <waytype> bridge that ends on this slope. This is denied. If building by single click, the error message "Bridge blocked by way below or above." appears. Building by dragging does not show an error message, but fails, too. The opposite way works (unless there is a similar slope on the other end).

What kind of slope is this? Half, "normal" or double?

Pak64.german, so I presume "normal", the only kind.

Should be fixed in r7647.  I am not entirely sure, whether these fixes broke anything else. Please report any oddities with bridge building (for instance with way clearance requirements).
