Title: [nightlies/development] keyboard does not work in finance dialogue

In the nightlies/development versions, compiled on Linux/SDL, the keyboard does not work anymore in the finances dialogue window.

I can confirm this in the release build 120.1.1 and nightlies. You cannot close the dialog hitting the esc key but used to be able to in 120.0.1.

Additionally, in the map window the keyboard stops responding when ticking the Networks checkbox and selecting a filter. Selecting a filter is mandatory to reproduce this.

this should work better with r 7660
