Title: Mothballed rail track cannot be removed with track removal tool

Mothballed rail track cannot be removed with track removal tool - error message says track is not connected. Perhaps it has something to do with top speed 0 km/h ?

Seems to be fixed, but only for rail (tram, ng,...) tracks. The issue is still the same with roads.
