It's an image from the archive, and I think there must be a pak of it, somewhere.. who was the original author of that image/test ?

Double track tram is a special road type, is it not?

I'm not sure. IIRC, it's just an usual waytype with tracks painted in both sides.

EDIT: this is the code of double-tram tracks

Obj=way
Name=2-Sided Tramways
waytype=track
system_type=7
cost=4000
maintenance=150
topspeed=100
max_weight=180
....
...


So you just need the png files (the images) quote of the original author from archive:
