Title: [devel-new-2] Ways downgraded to obsolete way

In this save, 109 lb/yd track is automatically set to downgrade to the 97.5 lb/yd track, which isn't even available anymore.

Thank you for the report. I think that I have fixed the problem: would you be able to re-test?
