Whilst the capital cost of using the set tile climate function is greater than building a ship canal, it brings no maintenance overheads. Is it worth players using it instead of canals? What is it intended for?
Over what time period is the maintenance on the canals paid - clearly affects the payback period for the extra cost.
Setting tile climates should be limited to the public service player. I will have to amend this when I get a chance.
