Title: game crash changing the public´s ways access

Dear community:

I dont know why but when i press the buttom "Access" of the Public service the game automatically crash. I dont know if it happened only on the year 1750 or in different year but its an error that it must be fixed.

Thank you for the report - I think that I have now fixed this. I should be grateful if you could re-test with to-morrow nightly build.
