Title: Turbine channel ferry mail hold

The turbine Channel ferry's mail hold (secr-queen) does not have the same way constraint as the ship's hull, which stops the ship sailing up large rivers.

I have attempted to provide a pull request (https://github.com/MatthewForrester/simutrans-pak128.britain/commit/d25a25818d10f0af1f4c00d479f0ccfc48b349f9) for a fix.

P.S.: The compound coastal paddle ship (PSWaverley2) has different way constraints for the hull and the mail hold. I don't know which is correct.

If the PSWaverley2 is meant to represent the class of ships which is the Paddle Steamer Waverly in real life then it should be able to travel up Large rivers and such since the real thing does so with the Clyde.

A corrected pak file for the turbine Channel ferry is attached to this post. My first pak (after many failures), yea!
