Title: [r8694] Scroll bar missing in depot window

In r8694, the scroll bar that should appear on the right side of a depot window is missing like the image below.

I noticed this phenomenon with pak128. The scroll bar for a long convoy also does not appear.

Thank you, but the scroll bar for long convoys is still missing.

I missed this. Should be fixed in r8700.
