Title: [r9531] stop generating passengers via a stop just made public

When I made a stop public, the generating of passengers transferring at the stop stopped . This phenomenon happens only until the game is saved and loaded.

For example, when there are 2 routes (A - B and B - C) on map, passengers to B or C are generated at A.
However, after B was made a public stop, only passengers to B were generated at A.
