Print Page - Can't found new city anywhere

Greetings. I am using pak128.german v2.0 with Simutrans 122.0 r9274.

And no matter where I try to found a new city, I always get "No suitable ground." I have never had this issue with any other pakset.

Any help greatly appreciated.......
