Title: Public service can change the schedule of vehicles?.

I'm not sure if this is intended, but the utility can remove and move stops in the schedule list, however it cannot add or use the restore or remove buttons. please check that.

I understand, but why not also allow the use of the restore and delete buttons? or also add new stops?.

Most buttons or selectors are restricted.

Most buttons are restricted, because they are for every player. However, public player can in principle do everything, but these checks are currently not done for the buttons. So I would argue, the buttons should be enabled for public player as well.
