Title: Multitle signalbox refuses to be built on artificial flat slopes

The bug is in the title. Make an artificial flat slope with 2 tiles flat. Try to build the multitle signal box that needs 2 tiles there. The system will scold you that "A signalbox cannot build here". (´・ω・｀)
