Title: Waypoints cannot be placed on other players' roads, even if there is PRoW

Steps to reproduce

1. Make a new map.
2. As Default Player, upgrade a road with public right of way.
3. Switch to Player 1. Create a new Truck line and try to place a waypoint on the road that Default Player has upgraded.

Expected results

A waypoint can be placed by Player 1, because 'public right of way' means that everyone has right of way on the road.

Actual results

A waypoint cannot be placed. The follow message is displayed:

I believe that I have now fixed this. I should be grateful if you could re-test with the next nightly build. Thank you.
