underground signal box cant be built
I think you need to build it on a tile that doesn't have anything on it overground. No buildings or roads or tracks.

Thank you for the report. There was indeed an issue in which underground signalboxes could not be built beneath buildings. I believe that I have now fixed this. I should be grateful if you could re-test with the next nightly build. Thank you.

Just tested with the nightly build from 26th of April (both exe and pak128-Britain), in normal underground mode an underground signal box cannot be built under buildings.
