Probably the game. Note that for water, the title bar reads 'Lake' or 'Sea', so unlike 'Ground' no further description is required.

This is either poor design or bad implementation then.
The sad user needs to have the knowledge that clicking on a wet tile rather than a dry tile shows a different style of popup. The wide expanse of blank space in the wet popup also engenders an immediate "Ehhhhh?" mental response.
More care needed in the engine room I think. :-X

The image on the left is r11210 and the image on the right is r11120.
I think something has obviously changed between them...
EDIT:
Perhaps that dialog is obj_info_t, so that only changed in r11148, but I'm not sure.
This is because the water does not have a translation text and the object name is not displayed either.
Without text there is no information for the width of the window.
It might make more sense to write 'tile x,y,z' in the title bar and the object name/translation in the window.
Without text the width should be zero for the text. Investigation.
