public player plays for public roads (city roads). And he has no income to compensate this.
Can the public player still found new industries despite being massively in debt?
Is it considered 'cheating' to switch to public player to alter a city and/or found new industries?

I think you should answer that question for yourself. If you consider it as a kind of government then you can imagine founding new industries is the same as government support for an economy in crisis. Same goes for alterations in a city or for connecting cities with roads.
On the other hand, if you take a more liberal view, then it is out of the question to use the public player for these kind of things.
In short, you can elect your own government... ;)
