Title: [r11400]can't build bridge crossing river

When building a bridge over a river navigable by ships, a steel bridge(max speed 90km/h) cannot be built.
But Concrete bridge(max speed 130km/h) can be built.

Ver124.0 can build steel bridge. What happended?

pak128.Japan.

It takes half slope.
pak64 using normal slope is not happened this phenomenon.
Is it not happened in pak128?

I make pak file as max_height=3.
It could build bridge!!!

But it's strange could building bridge with max_height=2 in ver123
