Title: Quadruple level of suspension railway stations

Suspension railway stations have a capacity of only 32 per tile which is IMO way too low. PR #58 (https://github.com/simutrans/pak128/pull/58) quadruples the level, and therefore capacity and maintenance, also to match the graphics better.
